Primary Responsibilities as CIO and Collaboration

As the Chief Information Officer for the City of Menifee, I focus on maintaining a reliable and secure technology infrastructure that supports city staff in delivering efficient services to residents. This includes facilitating interdepartmental collaboration to align IT solutions with the exclusive needs of each department.

By engaging IT and departmental personnel from the outset of technology projects, we define goals, select tools, and implement solutions collaboratively. This approach ensures that our technology supports individual departments and the broader strategic objectives outlined in the city’s strategic plan.

Aligned IT Leadership for Effective Solutions

My role as CIO involves ensuring that IT initiatives are tailored to meet the specific needs of city departments. I aim to prevent a one-size-fits-all approach by fostering an integrated team model. This involves collaboration from project definition through implementation, ensuring everyone shares a common vision. The method allows us to deliver secure and maintainable solutions that promote long-term growth and operational stability.

Enhancing Community Experience through Technology

One of the most rewarding aspects of my role is leveraging technology to enrich resident’s lives. When families move to the City of Menifee, I focus on enhancing their experiences, particularly regarding recreation and city services.

“One of the most rewarding aspects of my role is leveraging technology to enrich resident’s lives. When families move to the City of Menifee, I focus on enhancing their experiences, particularly regarding recreation and city services”

For example, I work to streamline the park reservation process, allowing families to efficiently book spaces for celebrations while accommodating their specific needs.

Balancing Innovation and Stability in a Growing City

As a young city, Menifee has built its infrastructure using modern technology from the ground up. In my three years here, I’ve witnessed rapid technological advancements and an eagerness among our teams to embrace new solutions. While we explore innovations like AI, we must balance ambition with practicality, prioritizing stable and reliable tools. Our leadership emphasizes a tech-forward approach to service delivery, aiming to set high standards while ensuring efficiency and supportability.

Agility and Strategic Alignment in IT

I advise fellow CIOs to cultivate agility and a solutions-oriented mindset. Avoid getting stuck in the pursuit of a perfect solution; instead, adopt a trial-and-error approach—test ideas, assess their effectiveness, and refine them as needed. Align every technology decision with the organization’s long-term strategic goals. If these goals are unclear, seek clarity from leadership. Use technology to advance the organization’s mission and deliver meaningful value.

Transforming Life and Business in the City of Menifee

In the City of Menifee, technology drives services that enhance resident’s lives and support local businesses. As one of the fastest-growing cities, we leverage digital solutions to provide competitive and accessible services. Entrepreneurs benefit from streamlined online processes for permits and licenses while developers navigate the building process digitally. Our platforms allow residents to easily engage with recreational activities and community classes, showcasing the City of Menifee’s commitment to a vibrant and welcoming environment.

Comprehensive Cybersecurity Approach

Cybersecurity is a top priority in the City of Menifee, guided by the NIST Cybersecurity Framework. We implement robust protocols to protect sensitive data, adhering to industry standards like PCI and HIPAA. Our comprehensive program includes security information and event management (SIEM), annual penetration testing, and ongoing audits. We also train employees on best practices to create a robust human firewall. Regular incident response exercises ensure our IT staff is prepared to handle cyber threats effectively.

The Rewards of Leading Tech in the City of Menifee

One of the most fulfilling aspects of being a CIO is the continuous opportunity to learn and adapt in this fast-paced field. Each day presents new challenges that deepen my skills and understanding. Equally rewarding is using technology to solve real problems and improve public services, enhancing the lives of City of Menifee residents. My experience in government and private sectors reinforces the value of curiosity and community-focused problem-solving, motivating me to position myself as a leader in tech-driven public service.
